Saving Endangered Heritage Sites

The Scale of the Problem

Of the roughly one million known archaeological sites on earth, a significant fraction are at risk right now. The threats are not new — treasure hunters have dug into tombs since the moment burial goods were first interred, and emperors have cannibalised the monuments of their predecessors for building material since antiquity — but the pace and variety of destruction have accelerated sharply in recent decades. War, industrial agriculture, rising sea levels, unregulated tourism, urban expansion, and the globalised black market for antiquities all compound one another. The question is no longer whether heritage can be lost, but how much, and at what rate.

War and Deliberate Destruction

The targeted demolition of cultural heritage in wartime is as old as warfare itself, but the 21st century has produced some of the most dramatic and widely photographed examples in living memory. The Taliban's destruction of the Bamiyan Buddhas in Afghanistan in March 2001 obliterated two monumental rock-cut figures, the larger standing roughly 55 metres high, carved between the 3rd and 6th centuries AD and representing the easternmost expression of Gandharan Buddhist art. The event was globally condemned and prompted serious rethinking of international legal frameworks for heritage protection.

Syria proved far worse. The conflict that began in 2011 resulted in damage to all six of the country's UNESCO World Heritage Sites. Palmyra, the oasis city in the Syrian desert that flourished as a caravan centre under Roman patronage from the 1st to the 3rd centuries AD, was occupied by Islamic State in 2015. The Temple of Bel, one of the best-preserved Roman-era temples in the Near East, was blown up; the 2nd-century Temple of Baalshamin destroyed; the colonnaded street, the theatre and dozens of tower tombs damaged or demolished. The site's renowned archaeologist and antiquities director Khaled al-As'ad was publicly executed for refusing to reveal hidden artefact locations. When Palmyra was eventually retaken, international monitoring teams began assessing damage, and limited stabilisation work started — but full reconstruction is contested, with experts debating whether anastylosis (reassembly from surviving original elements) or simple consolidation is more appropriate.

Mosul in Iraq suffered the televised destruction of Assyrian artefacts in the city's museum in 2015 and the partial demolition of Nimrud, the Assyrian capital of the 9th century BC under Ashurnasirpal II. The winged human-headed bulls, known as lamassu, that had guarded the palace gates for nearly three millennia were reduced to rubble. UNESCO has since led a reconstruction project at Nimrud.

Looting and the Antiquities Trade

Conflict and looting are deeply intertwined. When state authority collapses, sites that archaeologists have mapped but not yet excavated are plundered systematically, often with heavy machinery. Satellite imagery analysis of Syrian and Iraqi sites conducted after 2011 identified thousands of looting pits invisible from the ground. Similar patterns have been documented in Libya, Yemen, and sub-Saharan Africa.

The market for looted antiquities is sustained at the upper end by auction houses and private collectors in wealthy countries. While major institutions have progressively tightened provenance requirements since the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property — widely used as a benchmark date before which an object's undocumented history is treated with suspicion — enforcement remains uneven. High-profile repatriation cases, such as Italy's successful negotiation with the Metropolitan Museum of Art over the Euphronios Krater (returned in 2008) and ongoing Greek demands for the Parthenon sculptures, have kept the debate in public view.

At the lower end of the market, casual looting by impoverished local populations is driven by economic desperation rather than connoisseurship. The moral equation is complex: communities living beside unexcavated sites often receive no economic benefit from heritage conservation, and the illegal sale of a single item can represent months of income.

Climate and Environmental Threats

Sea-level rise threatens coastal and low-lying sites globally. Venice, built on an archipelago in a tidal lagoon in northeastern Italy, is a UNESCO World Heritage Site in danger: the historic city's foundations have been subsiding for decades while the Adriatic rises, and flooding events are increasing in frequency and severity. The MOSE flood barrier system, decades in construction, provides some protection but is not a permanent solution.

In the Pacific, rising seas have already inundated low-lying archaeological deposits on island groups across Micronesia and Polynesia. Nan Madol in Pohnpei, Micronesia — a series of artificial basalt islets built by the Saudeleur dynasty between roughly the 8th and 17th centuries AD and inscribed by UNESCO in 2016 — is already experiencing accelerated erosion.

Permafrost thaw in the Arctic is destroying frozen organic remains that have been in cold storage for millennia. Sites in Alaska, Siberia and northern Canada are yielding extraordinary preserved wood, textiles, human remains and food — but only briefly, as warmth rots what ice preserved. The window for excavation is narrowing.

Increased precipitation and drought cycles caused by climate change destabilise soils around ruins. Adobe structures in coastal Peru — the Moche pyramids of Huaca del Sol and Huaca de la Luna near Trujillo, built between roughly the 1st and 8th centuries AD — were already badly eroded by a catastrophic El Niño flood event centuries ago; more frequent extreme weather events threaten the surviving fabric. Stonehenge's grassy setting in Wiltshire, UK, masks a rich complex of buried archaeological features — barrows, post holes, prehistoric field systems — that are affected by changes in soil moisture.

The Arsenal of Conservation

Against these threats, the tools available to archaeologists and conservators have improved dramatically. Remote sensing via satellite and aircraft allows comprehensive survey of threatened sites at a fraction of the cost of ground survey. LiDAR (Light Detection and Ranging) has revealed the full extent of urban systems previously invisible beneath jungle canopy: a 2012 LiDAR survey of Caracol in Belize mapped a Maya city covering over 200 square kilometres; subsequent surveys across northern Cambodia revealed the broader urban infrastructure surrounding Angkor.

3D photogrammetry and laser scanning allow detailed digital documentation before destruction — or as a record for reconstruction afterward. The Cyark foundation and similar organisations have created millimetre-accurate digital models of sites from Palmyra to the giant Buddhas of Leshan. These records cannot replace the physical object, but they preserve information that would otherwise be lost entirely.

Emergency archaeology — the rapid deployment of teams to sites threatened by imminent construction or looting — has become a recognised discipline. In the United Kingdom, planning regulations since the 1990s have required developers to fund archaeological investigation before construction begins on sites of known or suspected significance, a model increasingly adopted elsewhere.

Community Involvement and the Local Dimension

Conservation imposed from outside rarely works long-term. The most durable heritage protection involves local communities as active stakeholders rather than passive recipients of international concern. At Angkor, the Authority for the Protection and Management of Angkor and the Region of Siem Reap has worked with surrounding villages to develop sustainable tourism that funnels income into communities while reducing unregulated visitor pressure on the most fragile structures.

In Ethiopia, the Orthodox Christian community has maintained the rock-hewn churches of Lalibela, carved in the 12th and 13th centuries AD under King Lalibela of the Zagwe dynasty, as living places of worship for over eight centuries. The churches are in continuous use for daily liturgy, major festivals and pilgrimage. This living connection is arguably the most powerful form of heritage protection: communities do not destroy what they venerate.

The challenge is ensuring that veneration is matched by the technical capacity to maintain complex stone structures. International conservation projects at Lalibela have focused on improving roof drainage to reduce water infiltration — a mundane engineering problem, but one that threatens to collapse irreplaceable medieval stonework if not solved.
